Financing Prevention at Scale: How GSPA and WHIS Are Building a Global Deal Flow for Social Prescribing

For decades, international healthcare delivery has operated as a reactive “sick-care” system—an unsustainable architecture that stands by until an individual falls ill before deploying costly clinical resources. To solve this crisis, social prescribing offers a proven pathway, shifting care upstream into communities, prevention, and early intervention.
However, unlocking the full potential of preventative care requires more than goodwill—it requires long-term, sustainable capital.
Championing Global Action Since 2021 Since co-founding the Global Social Prescribing Alliance (GSPA) in 2021 alongside international partners including the WHO—and formally launched by the then UK Secretary of State for Health and Social Care, Rt Hon Matt Hancock MP—Gareth Presch (CEO of GSPA and Founder of WHIS) has championed social prescribing across high-level diplomatic stages—from the United Nations General Assembly and the World Economic Forum in Davos to the World Urban Forum and COP28.
Across these global forums, he has consistently advocated for a central truth: financing social prescribing at scale is the single most critical factor for its future.
“Prevention — delivered through social prescribing — is the most powerful investment we can make. By aligning global standards, community delivery, and blended finance, we can build systems that improve health outcomes while generating economic and societal returns.” — Gareth Presch, Founder & CEO of WHIS, CEO of GSPA
The World Health Service: A Blended Financial Vehicle for Global Deal Flow
Historically, preventative health initiatives have been constrained by short-term, siloed grants. To eliminate this bottleneck, WHIS established the World Health Service (WHS)—a dedicated blended financial vehicle designed to pool public, private, and philanthropic capital.
Through WHIS and the WHS financial structure, we are pioneering an investable marketplace that translates grassroots innovation into scalable national infrastructure:2
- Curating Global Innovation: Sourcing high-potential, non-clinical interventions and digital health tools across borders.
- Standardized Validation: Deploying real-world pilot projects aligned with global benchmarks (including ISO 25553) to measure clinical, social, and economic outcomes.
- Institutional Investment Pipeline: Connecting validated projects with impact investors, family offices, and sovereign funds to build a continuous global deal flow.
The Operational Architecture: 7 Steps and 4 Service Domains To turn high-level investment into structured regional delivery, WHIS and GSPA utilize a standardized implementation framework:
- The 7 Implementation Steps: A roadmap guiding health systems and municipal leaders through local collaboration, asset mapping, link worker integration, shared care planning, workforce development, clinical engagement, and empirical impact measurement.
- The 4 Operational Service Domains: Structuring direct care delivery across essential community service pillars:
- Art & Culture
- Nature & Environment (Green/Blue Prescribing)
- Physical Activity & Movement
- Practical Help & Knowledge (Welfare, Housing, & Skills)
Bringing the Opportunities to WHIS Venice 2027 These investable frameworks and project pipelines will take center stage at WHIS Venice 2027, held in partnership with MARE eHealth Technopark. The summit will convene international decision-makers, health leaders, and sovereign financial institutions at the historic Compendio Sant’Apollonia in Venice to catalyze new funding models for digital health, AI, and social prescribing.
An Invitation to Governments and Health Authorities Siloed, late-stage disease management can no longer sustain modern health systems. We officially invite national governments, regional health authorities, policymakers, and municipal leaders to partner with WHIS and GSPA.
By working with us, regions can implement the GSPA framework, leverage WHS blended capital pathways, and build self-sustaining preventative healthcare ecosystems that deliver long-term health and economic vitality.
