The Union Budget 2026–27, presented today by India’s Finance Minister, marks a significant strategic shift in how the government approaches health moving beyond episodic care toward innovation‑led, resilient health systems that deliver both social and economic value.
1. Biopharma SHAKTI — Innovation at the Core
At the heart of the budget is the ₹10,000 crore (~$115M / £81M) Biopharma SHAKTI initiative — a five-year mission to make India a global biopharmaceutical hub. This programme aims to build a complete ecosystem spanning research, manufacturing, clinical trials, and global-standard regulation:
- Strengthening the Central Drugs Standard Control Organisation (CDSCO) with a dedicated scientific review cadre.
- Establishing ~1,000 accredited clinical trial sites and upgrading pharmaceutical education.

2. Strengthening Healthcare Talent and Care Delivery
- 1 lakh Allied Health Professionals (AHPs) to be trained across 10 key disciplines, including radiology, anaesthesia, and behavioural health.
- 1.5 lakh caregivers for geriatric and allied care, aligned with **National Skills Qualifications Framework (NSQF)**standards.
3. Infrastructure & Strategic Regional Hubs
- Five regional medical hubs integrating diagnostics, rehabilitation, and medical tourism.
- Expanded emergency and trauma services in district hospitals.
- Three new All India Institutes of Ayurveda to strengthen traditional medicine education and services.
4. Mental Health & Geriatric Services
- Development of NIMHANS‑2 and upgraded institutes in Ranchi and Tezpur, expanding mental health care infrastructure.
5. Affordability & Access — Tax and Duty Reforms
- TCS reduction: 5 % → 2 % on overseas education and medical remittances.
- Customs duty waivers on key cancer and rare-disease drugs.
- Lower import duties for personal medicines.
