WHISSeniors: Turning Ageing into Opportunity
By Gareth Presch, CEO WHIS & GSPA
Cities and communities worldwide are facing a demographic shift of unprecedented scale. By 2050, over 1.5 billion people globally will be aged 65 and above, yet most urban systems from health and social care to community services remain designed for a very different demographic reality.
This mismatch presents both a challenge and an opportunity. Older adults are not just service recipients they are a vast, underutilised source of skills, knowledge, and social capital. Many have led organisations, solved complex problems, and built networks that can benefit their communities. They are eager for purpose, engagement, and meaningful contribution in their “third age.”
“Older adults are not just beneficiaries of care — they are community leaders, mentors, and innovators. WHISSeniors Chapters enable cities to transform ageing into a societal asset while strengthening health, social cohesion, and local innovation.” — Gareth Presch, CEO WHIS & GSPA
From Senior Centres to Senior-Led Innovation
Traditional senior centres often focus on care and programmed activities. WHISSeniors takes a different approach creating peer-led, intergenerational innovation hubs, or “Senior Nurseries,” where older adults can:
- Mentor younger generations
- Co-create local wellbeing initiatives
- Lead micro-enterprises and volunteering projects
- Share skills and knowledge for community benefit These hubs act as living labs for healthy ageing, blending social innovation, prevention, and community leadership (WHIS Seniors in Cumbria, UK)
Enabling Senior Entrepreneurship
Cities and communities do not need to run these initiatives themselves. The most effective role is to enable senior-led innovation through:
- Accessible, local spaces for collaboration
- Micro-funding, seed grants, and cooperative models
- Simplified legal and governance frameworks
- Connections with universities, startups, NGOs, and health systems
- Reframing ageing as capability and contribution Financing can come from EU Social Innovation Funds, national prevention budgets, local authority grants, and corporate CSR programs.
WHISSeniors in Action Through WHIS Chapters
WHISSeniors is delivered globally via WHIS Volunteer Chapters, connecting seniors, students, young leaders, and local professionals. Chapters provide:
- Social prescribing and wellbeing hubs
- Senior-led community innovation networks
- Intergenerational collaboration spaces
- Platforms for mentoring, volunteering, and micro-enterprise
Impact so far:
- Reducing social isolation for the 40% of older adults at risk globally
- Strengthening community cohesion and resilience
- Activating senior leadership and knowledge-sharing
- Scaling locally relevant health and wellbeing initiatives
A Global Perspective
Examples from around the world demonstrate the potential:
- Japan: Senior cooperatives delivering cafés, repair services, and childcare support
- Nordics: Co-housing and service co-production integrating autonomy and social enterprise
- Netherlands: Self-organising neighbourhood teams (Buurtzorg model)
- UK: Social prescribing, community enterprise, and senior mentoring
- EU Living Labs: Seniors as co-designers and active participants The key lesson is clear: enable ecosystems, don’t deliver standardised programmes.
