Solving the UK‘s Youth and Fiscal Challenge: Why Prevention is our Greatest Economic Investment

The United Kingdom is grappling with a dual crisis that is pushing public services to a breaking point.
On one side, we face a staggering fiscal strain on our national infrastructure, driven by an overwhelmed healthcare system that dedicates roughly 97% of its budget to treating illness and a mere 3% to prevention. On the other side, we face a profound social crisis: over 1 million young people across the country are currently classified as NEET (Not in Education, Employment, or Training), alongside an escalating epidemic of youth mental health challenges and long-term sickness.
The economic case for political and corporate inaction has completely collapsed. Ill health is now estimated to cost the UK roughly 7% of its total GDP.
We are treating youth unemployment, mental health, and fiscal stagnation as isolated problems. They are not. They are symptoms of a reactive “sick-care” economy that intervenes only after a young life or an public system has stalled.
To reverse this trend, the World Health Innovation Summit (WHIS) is introducing the UK framework for The 1% for Health Campaign. We are calling on forward-thinking UK corporations, institutional banks, and financial partners to pledge 1% of their annual corporate profits (or dedicated sustainability budgets) to deploy private capital into upstream, place-based prevention models that turn public liabilities into economic assets.

The biggest mistake we make in addressing the NEET crisis is assuming that standard, rigid academic pathways fit every young person. They don’t.
Through an exclusive collaboration between WHIS, Social Impact Scotland (SIS), and Powering Futures, we are deploying a proven, place-based alternative career pipeline. We target 16–25 year-olds who are not pursuing university, equipping them with accredited qualifications, industry exposure, and the confidence required to thrive in low-carbon and future-proof industries.

The Powering Futures Challenge is an accredited SCQF Level 6 program (equivalent to 7 UCAS Tariff points) that strips away traditional exams in favor of project-based, interdisciplinary learning.
