Turning Ageing into Opportunity: How WHISSeniors and the Barrow Case Study Prove the Power of Upstream Prevention

As global populations age, health systems face a critical crossroads. Rising rates of loneliness, chronic conditions, and physical frailty amongst older adults continue to stretch acute emergency services and GP practices beyond capacity.

At the World Health Innovation Summit (WHIS), we view healthy ageing not as a burden to be managed downstream, but as an opportunity to build connected, self-sustaining communities. Through our WHISSeniors framework, we empower older adults to maintain their independence, mobility, and social joy.

Nowhere is this transformation clearer than in our flagship pilot in Barrow-in-Furness, Cumbria.

Spotlight on Barrow: The Furness Wellness DaysBarrow-in-Furness is an industrial coastal town with a population of approximately 68,000. Facing higher-than-average emergency hospital admissions and significant social deprivation, local primary care clinicians noticed that many elderly residents were contacting local warden services not for medical emergencies, but out of severe social isolation.

Recognizing that loneliness is as damaging to health as smoking 15 cigarettes a day, local community warden Paula Palmer, Dr. Farhan Amin, and Dr. Jeelani from Burnett Edgar Medical Centre partnered with WHIS to take action. Together, they launched the Furness Wellness Days at Walney Cottage:

  1. Grassroots Community Renewal: Volunteers and local groups transformed a disused building into a vibrant community wellness centre.
  2. Holistic Wellbeing: Every week, local older adults gather for chair yoga, pilates, fitness classes, reflexology, and social “natter groups”.
  3. Empowering Local Leaders: WHIS facilitators provided initial instruction while training community volunteers—including a volunteer registered blind—to lead classes independently.

“It’s good fun, it’s exercise and we get to meet people!” — Betty Ducie, Community Member, Walney3 “I haven’t been able to touch my toes in years until I started coming to these classes.” — Anne Cottam, Community Member, Walney

Quantifiable Results & Economic ValueTo date, the Furness Wellness Days initiative has delivered remarkable results:

  • 2,000+ Patient Encounters: Delivered across 300 sessions, engaging over 130 local residents.
  • Lasting Social Connection: Participants formed independent social groups outside of classes, including competitive local bowling clubs.
  • Up to £36 SROI: Independent evaluations show that for every £1 invested in the WHIS community model, £36 in social return is generated through reduced isolation, improved physical health, and fewer emergency care visits.

“We have been overwhelmed with the response… It’s fantastic to see that people are coming forward and want to become trainers and take it upon themselves to deliver wellness sessions within the community.” — Dr. Farhan Amin, GP, Burnett Edgar Medical Centre

Scaling WHISSeniors: How Investors and Corporates Can ParticipateThe success in Barrow proves that place-based prevention works. To replicate and scale this model across regional health systems, WHIS offers structured financial architecture for funders, commissioners, and business leaders:

  • The 1% Health Pledge for Business: Corporate leaders can dedicate 1% of their CSR or ESG allocations to sponsor WHISSeniors hubs in their local operational areas, securing audited impact reporting and improving local health resilience.
  • Donor-Advised Fund (DAF) Investing: Institutional investors and family offices can deploy capital through the World Health Service (WHS) component fund at Legacy Global Programs (501(c)(3), EIN: 20-8099462) to back Social Outcome Contracts and prevention infrastructure.
  • Public Sector Commissioning: Regional mayors, councils, and Integrated Care Boards (ICBs) can implement turnkey WHISSeniors programmes to reduce delayed transfers of care and alleviate acute hospital pressure.

Build the Future of Healthy Ageing with UsWhether you represent a corporate foundation looking to drive local social value, an impact investor seeking high SROI, or a public health leader aiming to transform elder care, WHIS provides the validated framework to deliver results.
