The UK Investment Landscape: Closing a £150bn Gap to Unlock Growth
The City of London Corporation has launched The UK Investment Landscape, a major new analysis of the capital required to power innovation, productivity, and prosperity by 2030.
The UK is home to £3.9 trillion of invested capital and a world-leading financial services sector. Yet the report reveals a stark challenge: a £150 billion investment shortfall.

Scale-ups are vital to the economy, contributing £1.4 trillion and employing 3.2 million people. Despite this, 70% struggle to access the finance they need to grow.

Infrastructure requires an additional £5 billion every year to meet government targets in transport, energy, and digital. To address this, the City Corporation – working with government and industry – is advancing two flagship initiatives:

The Investment Hub, designed to attract £10bn of international capital by 2030.

The Mansion House Accord, set to unlock £25bn from domestic pension funds for infrastructure and high-growth sectors. Together, these initiatives could deliver £35bn, equivalent to one-fifth of the total need. However, that still leaves a £115bn gap, underlining the urgency of further action.
The report calls for:
- A clear pipeline of investible projects in digital, energy, and transport.
- Regulatory reform to unlock institutional capital.
- Greater co-investment opportunities across growth sectors. As the report makes clear, bridging this investment gap is essential to securing the UK’s economic future and delivering sustainable, long-term growth.
Healthcare: An Untapped Growth Opportunity One of the most overlooked investment opportunities is in healthcare. From digital health to precision medicine and healthy ageing, health innovation has the potential to deliver significant returns while improving population wellbeing.
Initiatives such as the World Health Innovation Summit (WHIS) demonstrate how targeted investment can align with the UK’s broader growth agenda – creating jobs, reducing inequalities, and positioning the UK as a global leader in health innovation.
