Statement by the World Health Innovation Summit (WHIS) and the Global Social Prescribing Alliance (GSPA)
Joint Statement
The Global Social Prescribing Alliance (GSPA) and the World Health Innovation Summit (WHIS) welcome the Political Declaration on NCDs and Mental Health.
Non-communicable diseases and mental health conditions are responsible for the majority of preventable deaths worldwide and place significant strain on societies, economies, and healthcare systems. The Political Declaration provides a vital opportunity to align political will, investment, and innovation to address these global challenges.
We are encouraged by the recognition of the importance of integrated approaches to health, the role of prevention, and the need for innovation to improve outcomes. Social prescribing and health innovation are proven enablers of system transformation bringing medical, social, and community resources together to reduce inequalities, improve quality of life, and shift care from reactive models to proactive and preventive solutions.
Outcome-based contracts are a key mechanism to support governments in achieving these goals. By linking investment directly to measurable improvements in health and wellbeing, such approaches ensure accountability, maximize resources, and create long-term value for individuals, health systems, and economies.
The GSPA and WHIS stand ready to engage with governments, multilateral organizations, and stakeholders worldwide to translate this Political Declaration into action. Together, we can scale proven solutions, deliver healthier and more resilient communities, and unlock the economic and social potential of better health.

About the Global Social Prescribing Alliance (GSPA)
The Global Social Prescribing Alliance (GSPA) was launched by the UK Secretary of State for Health and Social Care to champion social prescribing as a key enabler of better health and wellbeing worldwide. The Alliance brings together governments, healthcare leaders, community organizations, and academic partners to integrate social prescribing into health systems, helping to address the wider social and structural determinants of health.
With national groups already established, such as in Norway, the GSPA is creating a global movement that strengthens prevention, reduces health inequalities, and promotes resilience across communities. By connecting medical, social, and community resources, social prescribing empowers individuals to take greater control of their own health while reducing pressures on healthcare systems.
The GSPA works in partnership with international organizations, governments, and civil society to scale best practices, embed social prescribing within universal health coverage, and advance sustainable financing models. Outcome-based approaches form a central part of our vision, ensuring investment is directly linked to measurable improvements in population health and wellbeing.
