Health-ing Emerging Turning Youth Mental Health Policy into System Change

On 7 April 2026, policymakers, system leaders, and global health innovators will convene for a timely and critical conversation: “Youth Mental Health – From Policy Intent to System Change.” Hosted by Rypple in collaboration with the UNITE Parliamentarians Network, this one-hour virtual dialogue forms part of the Health-ing Emerging series an initiative focused on reimagining health systems through prevention, collaboration, and innovation.

At a moment when youth mental health is widely acknowledged as a global priority, the challenge is no longer awareness it is execution. Across countries and systems, policies exist, pilot programmes are underway, and commitments have been made. Yet too often, impact remains fragmented, short-term, and inequitable. This session asks a pivotal question: How do we move from intention to transformation?

From Fragmentation to Prevention-First Systems

Youth mental health cannot be addressed in isolation. It is shaped by education systems, community environments, digital ecosystems, and broader social determinants. A prevention-first approach requires a shift away from reactive, crisis-driven models toward integrated systems that support wellbeing early, consistently, and equitably.

This dialogue will explore how policymakers can embed mental health across the fabric of society—ensuring that support is not an afterthought, but a foundational element of governance and investment decisions.

Participants will examine:

  • The structural barriers that prevent prevention-first approaches from scaling
  • The role of cross-sector collaboration in driving sustainable impact
  • Policy levers that connect health, education, and community systems
  • Practical actions that can be implemented within the next 12 months

A Global Panel Driving Local and Systemic Change

The session brings together a distinguished panel of leaders working at the intersection of policy, governance, and innovation.

Ushma Issar, CEO of Rypple, will facilitate the discussion, guiding participants through key insights and actionable pathways.

Together, they will explore how governance structures, financing models, and community-based approaches can transform youth mental health outcomes.

Policy Levers for Real-World Impact

The panel discussion will move beyond theory, focusing on tangible solutions:

  • Integrating mental health into primary care and education systems

  • Designing policies that address digital and social determinants

  • Embedding youth voices in policy development

  • Scaling innovative financing models for prevention and early intervention

  • Leveraging community-led and social prescribing approaches A key theme will be the need to address “deep structures”—such as funding silos, stigma, and fragmented governance—that limit progress. By confronting these systemic barriers, policymakers can unlock more coherent and effective approaches to youth wellbeing.

From Dialogue to Action

The session will conclude with a Policy-to-Action Blueprint, distilling insights into practical steps that policymakers can take immediately. Rather than ending with discussion alone, the focus is on momentum ensuring that ideas translate into measurable change.

Expected outcomes include:

  • Clear policy insights on prevention-first youth mental health systems
  • Real-world examples of cross-sector collaboration
  • Actionable recommendations for embedding mental wellbeing into governance (WHISKids , Social Prescribing etc)
  • A recorded session to support global learning and replication

Youth mental health is not solely a health issue—it is a societal one. Education systems, communities, digital platforms, and policymakers all have a role to play. This dialogue represents an opportunity to align these efforts, moving from isolated initiatives to cohesive systems that truly support young people.
